the current and correct entry is "Export -> As Open Office Writer
Document..." and I don't see what should be wrong with this.
As a side note: you should report upstream issues to upstream (here
http://freeplane.org/) and this one would definitely have been a problem
of the software itself and not a problem of packaging or of Debian.
Exception would be an important problem where I might have an interest
in applying a patch to the package, without waiting for upstream to
release a new version (I hope you agree that this wouldn't be the case
here).

This is very strange, freeplane depends on many more packages. Your
setup seems somewhat broken...
