Use common classloader for ant tasks
Fixes java.lang.NullPointerException during build because of
undefined path in multiple times loaded DitaURIResolverFactory.

Patch for build process customization
- don't build binary zip package
- use icu4j.jar from distribution
- exclude various license and relnotes files from package
- generate documentation only in xhtml format
