As I test further, it turns out jh_installjavadoc has the same problem.
Switching to using this at the top of the rules file it works:
# Uncomment this to turn on verbose mode.
export DH_VERBOSE=1
using this in the rules, it fails:

dh --verbose --with javahelper $@
