The explanation in the d/README.source was not clear ? Upstream did messed up the licensing. PIRL was /supposed/ to be GPL-2. Anyway after talking with upstream they went throught the whole codebase and relicensed everything under a clear LGPL-3, which has been uploaded as version 2.3.6.
