The pending changes can be uploaded. You can add your changes to the history and push a team upload instead of a NMU.
Regarding your changes, I don't see how the missing jars are installed in the package. Also, I don't think it's necessary to specify the version of maven-javadoc-plugin in debian/maven.rules.
