I found that https://tomcat.apache.org/tomcat-8.0-doc/config/resources.html contained some useful documentation. In particular it states that:
"className Java class name of the implementation to use. This class must implement the org.apache.catalina.WebResourceRoot interface. If not specified, the standard value (defined below) will be used." Removing the className attribute from /etc/tomcat8/Catalina/localhost/jenkins.xml has not fixed all my problems but I think my remaining problems are likely unrelated. Daniel
