Hi Adam,
sbt packaging is not yet ready.
That last piece i.e. "scala-tools-sbinary" package was refused by
ftpmasters. That outlined several weaknesses in the way I did the
packaging for the components I pushed in experimental, and I'm not sure
at this point, if I want to pursue the packaging this way (and that's
why I didn't remove what's in experimental so far)
So I decided to start again from scratch, trying another approach for
bootstrapping sbt (sbt needs sbt to build and other deps which also need
sbt etc etc). This is still a proof of concept try and I'm not sure to
be successful.
You can find some details on the debian-java mailing list archive,
especially here :
https://lists.debian.org/debian-java/2017/11/msg00018.html
At the moment, I did a break at the end of December and expect to resume
as soon as I have some time for it again.
All that to say that, sadly you should not expect some Debian packaging
soon.

Also even if sbinary debs would be available, you may still need many
sbt runtime libraries depending on your project .. and sbt does drag
loads of them often... (that will be another task once core sbt packages
are available : package all possible runtime deps).
