Starting 2019-02-12, only small, targeted fixes are appropriate for
buster.

So we are not expected to upload new upstream releases.
but we can try for buster + 1 or possibly buster-backports.
npm 6 has been available for some time..
If that introduce any rc bugs, there won't be enough time to fix it and
I don't want to risk it at this point.
