I have tried to create an issue for this question: https://github.com/twitter/twemoji/issues/429 but did not get a reply in two weeks. I did not find an email address on github or on https://developer.twitter.com... On github I found email addresses that are not related to twitter, i.e. https://github.com/jdecked.
