The README for node-sass(src:node-node-sass) also seems to say the same[1]

Dart isn't packaged for Debian yet, and iirc there are a lot of pre-conditions 
for this (and probably a plan too?)
At present, it'd probably be possible to only package the javascript API[2] and 
it may or may not be compatible.
