these files exist also in liblayout sources, example: https://sources.debian.org/src/liblayout/0.2.10-5/resource/Blocks.txt/?hl=4#L4 and modified version of them are included in libreoffice (see https://codesearch.debian.net/search?q=Unicode+Character+Database)

So if they are not free, we should drop libreoffice from Debian too.

Upstream copyright isn't clear, on the given link you can find:

  3 Further specifications of rights and restrictions pertaining to the
    use of the Unicode DATA FILES and SOFTWARE can be found in the
    Unicode Data Files and Software License

which points to the same text than added in node-xregexp (modified Expat), and

So what can we do, consider node-xregexp as free or exclude libreoffice or maybe there is another solution?
