I likewise believe the issue comes down to that, but also don't
understand it well enough to know what's wrong.

For what it's worth, this issue is easily reproducible. You don't need
the fancy QEMU setup, just a temporary minimal Debian unstable system.
Assuming this is amd64, and armhf is an arbitrary choice:

  # dpkg --add-architecture armhf

  # apt-get update

  # apt-get install nodejs:armhf
