Why is this the case? In my understanding any violation of a MUST directive
in Debian Policy is serious, and following 3.5 which states

it will be serious as this policy is a MUST.

Where would I reference in regards to making an exception to marking bugs
as serious for 3.5, instead marking them important as you have?
