Ohhh, how embarrassing! No, I was actually editing by hand, just blindly assumed when I saw that fallback that you'd copied from one of my early packages where I do fallback to yui-compressor. ...and I believe you are wrong: fallback build-dependencies are (unlike pbuilder) ignored by the official build daemons, which means it _is_ a FTBFS.
