The same package builds fine on jessie, and has been built fine in sid in July 
2015, so this seems to be a regression somewhere else in the toolchain (or a 
previous misuse on my side).

The double "debian/tmp/" looks a bit fishy there.
I guess either debhelper or dh-exec are over-substituting ${DESTDIR}, or 
started prepending one time too much.
