It looks to me like there is/was an extra openssl installed with a different
version. In a clean chroot on jessie this installs fine now:
Setting up quassel-core (1:0.10.0-2.3+deb8u4) ...
Creating /var/lib/quassel directory ...
Creating quassel group ...
Creating quasselcore user ...
Creating /var/log/quassel directory ...
Generating SSL certificate as /var/lib/quassel/quasselCert.pem ...
Generating a 2048 bit RSA private key

unable to write 'random state'
writing new private key to '/var/lib/quassel/quasselCert.pem'

If this is still reproducible for you, please check if you have more than one
openssl version installed. I don't believe this is a quassel-core package
bug.
