This version of ktorrent respects KDE 4 (not KDE 3) proxy settings.
Unfortunately (if I recall corrently), there is no GUI to configure them in
KDE 4 System Settings shipped with Debian Lenny. I'm closing this bug because
ktorrent 3.2.1+dfsg.1-1 was released together with the rest of KDE 4 to Debian
unstable (and dialog to configure global KDE 4 proxy settings).
You should still be able to specify proxy address manually in "Configure
KTorrent" dialog...
