To summarise discussion on #debian-qt-kde:

Upgrading from the squeeze n-m packages to the pnm package in backports leaves
the kde networking subsystem in a confused state, at least with respect
to wireless connections. This will also happen with squeeze->wheezy and even
for upgrades within wheezy and sid as time goes on.

The user apparently needs know that they should either:

* qdbus org.kde.kded /kded unloadModule networkmanagement; qdbus org.kde.kded 
/kded loadModule networkmanagement

* reload the networking component in system settings

* log out / log back in

* reboot


It would be much nicer for the user if one of the following happened instead:

* user session notices that networking components/pnm/n-m have been upgraded
  and reloads them

* postinst notifies user sessions over dbus that upgrades have happened and
  user session reloads them

* postinst tells user they should log out/log in

* postinst tells user they should reboot, e.g.:
  [ -x /usr/share/update-notifier/notify-reboot-required ] && 
/usr/share/update-notifier/notify-reboot-required


Complexity vs ease of implementation...

networkmanagement (0.9~git20110916.28b3101-1) unstable; urgency=low

  * New upstream Git snapshot 28b3101aa4a25dc15e13fed926aff27d62d9346c from
    the nm09 branch.
  * On upgrades tell update-notifier to show a reboot-required notification
    since older versions of plasma-widget-networkmanagement will no longer
    work with network-manager 0.9 and need to be restarted.
  * Upload to unstable.
