There is an upstream bug report [1] that suggests it may be an issue
with your version of "hugin".  It turns out the panorama tool auto-detects
a bunch of required tools:

  It works as follows: first the detection of autooptimiser until
  pano_modify is performed. Then based, on the version of
  autooptimiser (>= 2015.0 or not), either hugin_executor or pto2mk is
  detected.

The autooptimiser binary comes from hugin-tools.  On my system, with
hugin (2016.2.0~rc2+dfsg-2) installed, the panorama popup detects
hugin_executor, not pto2mk, and the tool is functional.
