I've prepared a buster-backport for kdevelop[0] that I use on a day-by-day basis. If you think it is fit enough for uploading to archive, please consider merging the merged request [1] I raised for the purpose. Maybe the major difference is that I've enabled the testing in the build. That's because I use a number of (unstable) kdevelop plugins that requires so.
