It has nothing to do with qml itself. `qt6-dev` would be a metapackage to install **all** the `-dev` packages related to Qt. The problem with this is that, without a lintian rule, this can be used as a build-dependency for packages... which will bloat the builds. Not long before leaving maintainership I learnt that it would be possible to add a fatal-like lintian rule to avoid qt6-dev being used in Build-Dependencies. In fact, there is the possibility that some package already does so.
