On our last meeting we agreed that since we are rather short on uploaders, we require every package to have a "primary uploader" and that he may agree to use another packaging system or even some other packaging helper than debhelper. However, most current uploaders prefer debhelper and quilt, so that's why that's still recommended in our wiki pages. I've taken a brief look at lives, and while I haven't used it yet, it indeed looks very promising.
