This doesn't make sense to me. the parallel build support in CDBS invokes make with a -jN argument. It doesn't mess with the calling of debian/rules itself.

Right. The problem I thought up was avoided long ago by setting NOTPARALLEL - see bug#240981.

I will revert that commit.
