I can't comment on either of the two, but "Open Octave" seems to be "the next big thing" in the Linux audio community.

From their web page, it seems that the Rosegarden fork, called OOMIDI, concentrate on MIDI, an that Rosegarden still have a role to play as a more general purpose application (I know it is highly appreciated among some primary school music teachers).

(it worries me a bit that latest commit to OOMIDI was in november 2009, but hopefully that has no greater meaning)
