This looks a bit odd to me, but at least builds in pbuilder.

Recent CDBS by default use newline+space. In your manual additions you've use newline+tab (or newline+8space?) which causes the odd look.

I'm not talking about indentation. I was wondering about cdbs appearing twice, also debhelper appearing twice. (patchutils, too, iirc)

Oh.

Looks like patchsys-quilt.mk mess (quilt maintains a CDBS-like file not updated with newest CDBS mechanisms). You can clean it up manually after generating control file, or (preferrably) drop patchsys-quilt.mk altogether now that you've switched to source format 3.0.

...and even if technically harmless you should do something about it, as some developers consider such build-dependency duplicates as serious bugs.
