I believe above is wrong: That comment should not simply be removed, but replaced with a verbatim copy of the text which was formerly located below /usr/share/common-licenses/.
Lintian is a helper tool. Following its suggestions is optional (although some "suggestions" are these days of so high certaintly that ftpmaster rejects uploads based on them) - following Debian Policy is mandatory, however - not only those parts possible to systematically spot using e.g. lintian!
The reason that file was removed, as I recall (and understood), was that too often it was not that exact file which was used in projects, but slight variations.
