Apparently the issue of doxygen failing on some archs have been solved now:
doxygen (1.7.1-2) unstable; urgency=low * Don't use threads for the `dot' runs (Petr Salinger). Closes: #591648, #593317.
I believe we should remove any quirks specifically working around this issue.
We should not, however, revert changes to compile documentation only in arch-all (as I believe was the case with csound).
