Patch is debian-specific as we don't need to append /{,usr/{,local/}}lib to LD_LIBRARY_PATH and /usr/{,local/}bin to PATH. But true, touching upstream would be good anyway.

I did not imply that upstream needed to be contacted here - I didn't know that.

My point was (and is) that you should not mark a patch as not needing to be passed upstream, without at the same time clearly explaining *why*.

This is similar to suppressing a lintian warning: add an explanation.
