There is a script /git/pkg-multimedia/setup-repository on git.debian.org, which creates a new repository and enables the appropriate commit hooks. I usually first setup the repository, clone from it, do my work and then push back to git.debian.org. Have you looked at our wiki and didn't find this piece of information?
