According to me it is not a "must" (true: ftpmasters are relaxed about 
it) but a "should".

Yes, according to me the file covers the _source_ package.

Even if trating debian/copyrigh as only covering binary packages, I 
believe all sources involved in producing the binary packages should be 
covered - so only if the shipped files are in fact fully regenerated 
during every build could they sensibly be said to not need coverage IMO.
