I have to rephrase my answer here, because I may have misinterpreted the question. IMO with the source package libav we (the Multimedia Team) should continue to follow the Libav fork. I would like to see the FFmpeg fork in Jessie built from the ffmpeg source package to let package maintainers decide which library they find the better for their packages. I would also like to add that since Libav and FFmpeg offer different features they are different enough to consider them as alternates which have the place in Debian on their own right. As a consequence I don't think that the Security Team nor the Release Team should block any of the alternates from entering testing, unless there are security related or other release critical issues.
