Actually they have been included in my analysis and I found (with codesearch [1]) that most simply support both or don't use the binaries directly and thus changing the recommends/suggest is not that important. The only one that requires avconv and recommends libav-tools is python-audioread. It is built from the same source package as python3-audioread, which was included in my list of reverse-dependencies of libav-tools.
