The next step is uploading the ffmpeg package taking over the lib*-dev packages to experimental. I've decided to keep the libavcodec-extra package instead of making it transitional, as it might be useful for people wanting to always have the latest version of the extra variant installed. Without that, one would have to install the libavcodec-extraNN package after every soname change. I've updated the experimental branch in the ffmpeg repository accordingly. I'd like to go forward with that, or did you have more comments, Reinhard? The next question is, what to do with the src:libav package. Reinhard, did I understand you correctly that you think it would be best to not rename its lib*-dev packages and just remove it after the transition? Otherwise an upload with the renamed lib*-libav-dev packages should be made to experimental, as well.
