Debian's VLC doesn't use the packaged version of FFmpeg so if you see
the issues in VLC, FFmpeg probably isn't to blame.

Stretch has FFmpeg 3.2.5 and sid has 3.2.6, however at the time your
linked thread started, FFmpeg 3.2.6 didn't exist. This means it's likely
they could reproduce it with an old FFmpeg.

Is it possible for you to try different versions of VLC and FFmpeg on
your system to see if they are the problem (eg: just upgrade ffmpeg to
sid)? Could you try other players as well like ffplay or mpv?
