Skip the build time test suite in autopkgtest setups. (Closes: #782810)
Due to unfortunate interactions with Module::Install,
the test suite needs to either be called with -Iinc
or with Test::Base installed on the system.
However, the tests are mostly useless: the equivalent of t/00_compile.t
is run with the autopkgtest-pkg-perl setup anyway, and t/01_shorten.t
is normally skipped (and fails due to the lack of WWW::Shorten::Metamark
if enabled.)
So we're probably best off skipping this altogether.
