    Don't pass already encoded data to GTK2.
    ... Or it will be encoded twice.
    This fixes #7968 - "Tails OpenPGP Applet can't clearsign text including
    non-ASCII characters"
    Only affects clearsign, as PGP armored data is always ASCII.
