Please sync libimager-perl 0.98+dfsg-2 (universe) from Debian unstable

Explanation of the Ubuntu delta and why it can be dropped:
* Merge from Debian unstable. Remaining changes:
- Build-depend on libtiff-dev rather than libtiff4-dev.
Debian has merged Ubuntu changes.
Changelog entries since current trusty version 0.98+dfsg-1ubuntu1:
libimager-perl (0.98+dfsg-2) unstable; urgency=medium
* replace libtiff4-dev build-dependency with libtiff-dev.
Closes: #736024 -- please build-depend on libtiff-dev, not libtiff4-dev
