A long term fix for this issue would be to implement bug 1673974 and remove the dependency on Dancer 1. Another possible long term fix would be to move to Dancer 2. In the meantime, you can apply the attached patch to /usr/share/perl5/HTTP/Body/XForms.pm. This is not an actual bug in NCIPServer, but a bug in a dependency that shows up as a bug in NCIPServer. :)
