Public bug reported:

[Impact]
libgnupg-interface-perl autopkgtest always fails. This also impacts any
reverse-dependency autopkgtests e.g. gnupg2

[Description]
The autopkgtests for libgnupg-interface-perl on Bionic have been consistently
failing since ~2018. This looks to be related to the upstream testing suite,
specifically the t/decrypt.t and t/get_public_keys.t tests.
Similar issues have been reported by the community when installing
libgnupg-interface-perl directly from CPAN (including other distros), so we
should investigate why those tests are failing and preventing our autopkgtests
from running successfully.
These failures don't seem to happen on Xenial and Focal, so it might be related
to other Bionic packages.

[Test Case]
Check http://autopkgtest.ubuntu.com/packages/l/libgnupg-interface-perl
or run autopkgtest manually on Bionic

[Regression Potential]
Little to none; this affects the test case only.
