Toilelibre is down so the upload plugin should probably be removed, see https://github.com/shutter-project/shutter/issues/323 Dropbox changed its API so the upload plugin needs a complete rewrite, see https://github.com/shutter-project/shutter/issues/228 Vgyme looks like it broke recently, thanks for the report!
