Could you try to move all this icon-theme.cache files elsewhere for
example in /tmp, and retry to reproduce the bug ?
$ mv /usr/share/icons/gnome/icon-theme.cache
/tmp/usr_share_icons_gnome_icon-theme.cache
$ mv /usr/share/icons/hicolor/icon-theme.cache
/tmp/usr_share_icons_hicolor_icon-theme.cache
