Actually a cut-n-pasto (because I was copying the last paragraph from

If you insist of making things more complicated than needed do what you
like to do.  However, I do not feel like adding Copyright + License
statements to some single files under debian/ and I'd rather prefer to
simply add my name to "Files: debian/*".  I do not consider my work as
something that needs any specific statement because it was autogenerated
+ polishing.
