Simply:
[0] => [1] => [2] => [3] => this bug report
The fact is there was a request to move to Qt5 [4] for buster release
cycle (where [0] was a step forward to aim that) and OIIO upstream
hasn't fixed the issue on arm{el,hf} already.
So, as a result, I had to disable iv compilation for now, hoping in a fix soon.
I'll ping Larry Gritz (OIIO upstream maintainer) for this again in the
next days.
Hope this helps to clarify the situation and the reason for the
missing application (manpage was left there as a reminder to fix it
soonish).
