There is a tool called dbconfig-common in Debian that allows you to configure a database and its owner in post installation of a Debian package. And also can install and update the database schema. It is not the best tool imaginable, but works quite good. Some Debian tools rely on it, just look for the packages that depend on dbconfig-common.
