                 Just installed phppgadmin. Trying to allow remote
access to the web
interface. The file /usr/share/doc/phppgadmin/README.Debian tells to
edit /etc/apache2/conf.d/phppgadmin which does not exist, nor does the
directory /etc/apache2/conf.d/.

That bug was fixed in February:

Fix is available in the latest version of phppgadmin, which is installed
in the Debian FTP archive.
