when connecting interactively to it (through e.g. SSH), yes (where it's
initiated from the client though); but there's none required or present
on the system itself (because no locale set equals C resp. C.UTF-8).
therefore, again, when using locales-all there is no /etc/default/locale
nor /etc/environment.
but whatever, i'll keep carrying my local patch then *sigh*
