It seems that PostgreSQL 10 in your package have been build with ICU
support. But postgresql-server-dev-10 doesn't have ICU devel package in

Hi,

libpq-dev used to have extra -dev dependencies, but these were removed
when openssl in Debian unstable was "split" into libssl-dev and
libssl1.0-dev in order to avoid unnecessary conflicts. I guess we
should reevaluate the situation to make linking against libpq and
-server-dev easier again.

What software were you trying to compile when you noticed the problem?

I've decided against reverting that change. Most extensions do not
need the extra build dependencies - installing libicu-dev pulls in
almost 100MB extra.
