This bug is not fixed in upstream, up to and including 12.2. There is at least a weak preference upstream to keep this setting at 'yes', so it may never be fixed there.
It looks like the "fixed-upstream" tag got added by a merged-in bug. Changing this default to the less-surprising 'no' still looks the right thing to do.
