It turns out this was because a pavucontrol window was already open
somewhere, in which case the pavucontrol is a no-op. This is a bit
unfortunate, since it would be nice if this caused the window to be
raised (or at least a window manager alert hint), but at least it's not
a bug. Sorry about the false alarm, and again, thanks for maintaining.
