start-pulseaudio-{x11,kde} still require pactl. I think the split
between pulseaudio and pulseaudio-util is not very meaningful.
Team, what do you think? We could merge -utils into pulseaudio. The
only new dependency is libpulsedsp.
libpulsedsp could also be merged, but then the possibility of a
foreign padsp is lost.
